- As a result, Cuba is on USA’s list of state sponsors of terrorism.
- In Dec., Obama said he would normalize relations w/ Cuba.
- He met with Raul Castro last Saturday in Panama.
- Last week, the State Dept. said to remove them from the list.
- In Obama’s message to Congress he said Cuba met criteria.
- First, Cuba hasn’t supported terrorism in the last 6 months.
- Second, Cuba has said they won’t support terror in the future.
